Rory Kulmala is a seasoned executive leader with more than 30 years of experience in project management, infrastructure development, and organizational leadership across British Columbia. He currently serves as Chief Executive Officer of the Vancouver Island Construction Association (VICA), where he has strengthened industry engagement through strategic advocacy, industry/workforce development, workforce wellness, and member-focused programming.
Rory’s career spans senior roles with organizations including BC Ferries, BC Transit, and BC Investment Management Corporation, where he managed a myriad of major projects across Canada. His expertise includes governance, capital project delivery, stakeholder relations, and building high-performing teams across complex, multi-sector environments.
A strong advocate for sustainable communities and industry collaboration, Rory is actively involved in education and workforce initiatives, serving on advisory committees with institutions such as Camosun College, the University of Victoria, and Vancouver Island University. He also brings extensive governance experience through board and committee leadership roles across the construction and benefits sectors. Rory also served nearly 30 years as an Officer with Canada’s Naval Reserve.
Rory holds a Master of Business Administration from Royal Roads University and is a certified Project Management Professional (PMP). He is passionate about advancing inclusive, resilient communities and contributing to housing solutions that support the long-term well-being of residents across the Greater Victoria region.
